The Great Britain Central Planning Unit recently developed a proposal for new police promotion procedures for sergeants and inspectors.
Abstract
The selection procedure was based on several assumptions. The first is that successful selection procedures are founded on a systematic job analysis to determine the requisite skills and abilities. The ordering of effectiveness among job analysis methods is clear, running from written aptitude tests, practical exercises, and situational interviews to personality tests and unstructured interviews. The third premise is that the best assessment methods are combined to measure the required skills. The Objective Structured Performance Related Examination (OSPRE) consists of a series of job related exercises and is the final step in the process. A sample of police officers were asked to rate various promotion assessment methods for fairness and accuracy; the OSPRE was rated significantly better on both counts than the current promotion examinations. 2 tables and 1 reference
