Abstract
THE STUDY OBJECTIVES WERE TO PERFORM JOB ANALYSES FOR THE POSITIONS OF SERGEANT, LIEUTENANT AND CAPTAIN WITH RESULTANT FUNCTIONAL PERFORMANCE DESCRIPTIONS, DESIGN A TEST PROGRAM, DETAILED TEST PLANS AND SAMPLE TEST ITEMS FOR EACH POSITION, COMPILE BIBLIOGRAPHIES FOR CANDIDATE USE, AND DESIGN AND IMPLEMENT A TRAINING PROGRAM TO TEACH THE NEW TECHNIQUES. A STUDY BY-PRODUCT, A TAXONOMY (HIERARCHICAL CLASSIFICATION) OF POLICE BEHAVIORS, IS GIVEN. RECOMMENDATIONS ARE PRESENTED FOR A TWO-STAGE PROMOTION SYSTEM, A NEW TESTING FORMAT, AN URBAN COMMUNICATIONS SKILLS TEST, AND FOR FURTHER STUDIES OF THE PROMOTION PROCEDURES.
