This evaluation of the Allen County (Indiana) Juvenile Electronic Monitoring Program Pilot Project focuses on the planning and implementation phase of the program, which began in October 1987.
Abstract
Within this segment of the study, only qualitative techniques were used to collect data. The researcher assumed a quasi-full participant observer role throughout the planning and implementation stages of the project. Questionnaires and face-to-face interviews were used with each surveillance probation officer. Overall, the planning and implementation process was relatively smooth. The department reviewed electronic monitoring programs with adults and juveniles, the available literature, and the various equipment venders before implementing its program. The department also established various planning and administrative committees with membership that included representation from the various departmental divisions. The program was designed to complement existing departmental procedures. The equipment selected for the program functioned well, and the care used in selecting candidates for the project increased chances for success. The coordinator's careful explanation of the program to the juveniles and their parents or guardians avoided confusion and subsequent technical violations. The daily visits of the surveillance officers impressed the juveniles and their parents. No serious violations were committed by participants. 24 references.
