PROJECT BACKGROUND AND LEGISLATIVE ATTEMPTS AT ESTABLISHING TRAINING, EDUCATION, AND SELECTION STANDARDS IN THE STATE OF WISCONSIN.
Abstract
THE GOVERNOR'S COMMISSION WAS FORMED IN 1965. A MANPOWER SURVEY WAS CONDUCTED IN ORDER TO OBTAIN INFORMATION UPON WHICH TO BASE A STATEWIDE, MANDATORY TRAINING PROGRAM AND AN AD HOC COMMITTEE REVIEWED LEGISLATION IN THIS AREA. IN 1967 SENATE BILL S215 PROVIDING FOR ESTABLISHMENT OF A LAW ENFORCEMENT STANDARDS COUNCIL OF TWELVE, WAS PRESENTED. THE COUNCIL HAS AUTHORITY TO ESTABLISH MINIMUM STANDARDS OF TRAINING AND EMPLOYMENT QUALIFICATIONS AND SET MINIMUM EDUCATIONAL STANDARDS. THE BILL AUTHORIZES GRANTS UP TO FIFTY PERCENT OF THE SALARIES AND EXPENSES OF OFFICERS ATTENDING COURSES APPROVED BY THE COUNCIL.
