This paper describes the development and preliminary results of a system for monitoring the performance of California enforcement and control activities related to driving under the influence (DUI).
Abstract
Known as CALDOTS (California Drinking Offender Tracking System), the system tracks DUI cases from the point of arrest through the courts and into Department of Motor Vehicle files. Subsequent accident and reoffense rates are monitored and correlated with the type of court sanction and driver control action. CALDOTS is based on measures pertinent to law enforcement, adjudication, license control, alcohol education and treatment, and recidivism. Preliminary data from the system indicate that courts vary substantially in DUI conviction rates and rates of reduction in reckless driving. Further, the distribution of arrests and convictions is similar; Hispanics are significantly overinvolved in DUI incidents compared to their representation in the population. Data on variations in DUI conviction rates and plea reduction rates are reported by California county and court. 8 references, 5 tables, and 7 figures
