THE OBJECTIVES OF VICTIMIZATION SURVEYS TO BE CONDUCTED BY THE DEPARTMENT OF THE SOLICITOR GENERAL OF CANADA ARE DESCRIBED BRIEFLY. DIFFERENCES BETWEEN THIS SURVEY AND THE U.S. NATIONAL CRIME SURVEY ARE DISCUSSED.
Abstract
IN JANUARY 1979, STATISTICS CANADA AND THE SOLICITOR GENERAL'S OFFICE WILL BEGIN THAT COUNTRY'S FIRST LARGE-SCALE VICTIMIZATION SURVEY. THE PILOT SURVEY WILL BE LIMITED TO THE VANCOUVER METROPOLITAN AREA OF THE PROVINCE OF BRITISH COLUMBIA. THE PLANS CALL FOR A SERIES OF CITY-LEVEL SURVEYS BEFORE A TRULY NATIONAL SURVEY IS UNDERTAKEN. UNLIKE THE NATIONAL CRIME SURVEY OF THE UNITED STATES, EMPHASIS WILL NOT BE ON ESTIMATED VICTIMIZATION RATES FOR SELECTED CRIMES. INSTEAD, METHODOLOGY HAS BEEN DEVELOPED TO PRODUCE DATA ON THE FACTORS ASSOCIATED WITH THE RISK OF BEING VICTIMIZED, DATA FOR ASSESSING THE IMPACT OF CRIME, AND FEEDBACK INFORMATION ON THE PERFORMANCE OF VARIOUS ASPECTS OF THE CRIMINAL JUSTICE SYSTEM. THESE GOALS ARE BEING IMPLEMENTED BY INCLUDING QUESTIONS ON PERSONAL CHARACTERISTICS OF VICTIMS AND NONVICTIMS, USE OF PROTECTIVE DEVICES, EXPOSURE TO CERTAIN CRIMES, FINANCIAL LOSS SUFFERED, FEAR OF CRIME, TIME AND INCOME LOST AS THE RESULT OF CRIME, AND AWARENESS OF CRIME PREVENTION PROGRAMS. USERS OF SUCH STATISTICS WERE CONSULTED BEFORE SURVEY DESIGN BEGAN. THE RESULTING FORMS REFLECT THIS INPUT. EXTENSIVE REFERENCES ARE PROVIDED. (GLR)
