Abstract
USING THE GERMAN OCCUPATION OF THE NETHERLANDS DURING WAR TWO AS AN EXAMPLE, THE AUTHOR ARGUES THAT, IN SOME CIRCUMSTANCES, WHAT IS TERMED 'TERORISM' IS, IN FACT, 'COUNTER-TERRORISM' - A REACTION AGAINST A FAILURE TO OBSERVE THE LEGAL ORDER.
