This report is part of the training and technical assistance (TTA) package provided by the U.S. Justice Department's Office of Justice Program's (OJP's) Diagnostic Center in response to a request for assistance from the Las Vegas Metropolitan Police Department (LVMPD) in basing its prevention and control of crime on evidence-based research findings and data-driven programming.
Abstract
This report identifies and analyzes factors that contributed to the challenges identified by the LVMPD and Clark County, NV, stakeholders. It recommends evidence-based or practice-based solutions to challenges, as well as model practices that address the factors contributing to the justice issues identified. Outreach is provided to the community as a responsible participant in evaluating and selecting the practices they deem best for the community. This report informs the development of a response strategy in cooperation with the community leaders requesting assistance from the OJP Diagnostic Center in implementing the recommended data-driven solutions. The focus of the technical assistance and training efforts was to diagnose increases in the jail population through an analysis of contributing factors. Baseline data collection was performed to determine the nature and extent of jail overcrowding, and the organizational and functional capacity of criminal justice agencies in addressing increases in the average daily jail population and average length of stay. Methodologies were recommended for improving data collection and analysis in order to inform policies, procedures, and management practices. Findings, challenges, and recommended strategic improvements are reported.
