This article discusses ways to address drug problems, emphasizing that rehabilitation measures are needed for society as well as for individuals and that not all drug abusers live on the fringe of society.
Abstract
Strategies to integrate drug abusers into society need to recognize the factors that result in a person's being on the fringe of society and to address these factors rather than just focusing on individuals. Thus, education, vocational training, employment opportunities, and access to sports and other recreation must be considered for certain sectors of the population, whether or not they have drug problems, are members of a minority group, or have physical or mental disabilities. Thus, institutions must use diverse strategies that focus on society as a whole and not only on specific individuals. (Author abstract modified)
