Abstract
BY DESIGNING MODELS TO PREDICT THE EXPECTED PRISON TERMS OF OFFENDERS ACCORDING TO THEIR KNOWN RELEVANT DIFFERENCES, PRISON TERMS SET BY PAROLE BOARDS CAN BE EXAMINED TO DETERMINE IF VARIATIONS ARE ATTRIBUTABLE TO OFFENDER DIFFERENCES, BOARD MEMBERS, OR CHANGE VARIATIONS AMONG BOARD MEMBERS MAY BE ANALYZED TO SEE IF A DESIRED POLICY IS BEING APPLIED CONSISTENTLY. THIS APPROACH COULD BE USED TO PROVIDE FEEDBACK TO PAROLE BOARDS CONCERNING VARIATIONS IN THEIR DECISIONS WITH ANY OFFENDER SUBGROUPING OR TREATMENT CLASSIFICATION.
