CONTROLLING THE POLICE, POLICE AND THE POLITICAL STRUCTURE, RESEARCHER AND POLICE RELATIONS, POLICE UNIONISM, AND THE TRAINING OF POLICE ARE DISCUSSED IN THIS WORKSHOP REPORT.
Abstract
THE FOLLOWING SUBJECTS WERE AGREED UPON BY THE MEMBERS OF THE WORK GROUP TO BE THE KEY ISSUES FOR DISCUSSION: TRANSCULTURAL AND HISTORICAL ASPECTS OF CONTROLS UPON THE POLICE AND VARIATIONS BETWEEN POLITICAL SYSTEMS IN RESPECT OF CONTROLS; INTERNAL AND EXTERNAL CONTROLS OVER THE POLICE, INCLUDING POLICE UNIONISM; POLICE IN RELATION TO THE POLITICAL STRUCTURE, INCLUDING THE POLITICAL IDEOLOGY OF THE POLICE; LINKAGE BETWEEN RESEARCHERS AND PRACTITIONERS; AND SOCIOLOGY AND POLICING IN RELATION TO THE TRAINING OF POLICE. CONTROL MECHANISMS USED TO CONSTRAIN THE POLICE IN VARIOUS COUNTRIES WERE DISCUSSED UNDER THE FOLLOWING CATEGORIES: EXTERNAL AND INTENTIONAL; EXTERNAL AND NONINTENTIONAL; INTERNAL AND INTENTIONAL; AND INTERNAL AND NONINTENTIONAL. IN DISCUSSING THE POLITICAL ASPECTS OF POLICING, THREE LEVELS ARE DISTINGUISHED -THE FUNCTIONS OF THE POLICE, THEIR USE OF DISCRETIONARY POWERS, AND THE LEVEL OF INDIVIDUAL ATTITUDES. THE PURPOSE OF SOCIAL SCIENCE RELATIVE TO THE POLICE, THE RESEARCHER'S LEVEL OF KNOWLEDGE ABOUT POLICE, PERSONS MOST ABLE TO STUDY POLICE, RESEARCHERS' PROBLEMS OF ACCESS AND ACCEPTANCE, AND THE CRITERIA USED TO DETERMINE RESEARCH SUBJECTS WERE DISCUSSED UNDER THE GENERAL TOPIC OF RELATIONS BETWEEN RESEARCHERS AND POLICE. THE NATURE AND EFFECTS OF POLICE UNIONISM WERE ALSO CONSIDERED. THE PURPOSE AND PROCEDURE FOR THE SOCIAL TRAINING OF POLICE WAS CONSIDERED AS WELL. RECOMMENDATIONS FOR POLICE RESEARCH WERE ALSO MADE.
