THEORETICAL DISCUSSION OF THE NATURE OF THE CRIMINAL JUSTICE FORCES AND THEIR MISSION, WHICH SHOULD BE THE ELIMINATION OF CRIME TO THE EXTENT POSSIBLE RATHER THAN JUST THE CAPTURE AND PUNISHMENT OF INDIVIDUAL OFFENDERS.
Abstract
THE ACTIVITIES OF THE POLICE TEND TO COMBINE THE PREVENTIVE AND PUNISHMENT ASPECTS OF THE OVERALL MISSION TO A POINT WHERE THEY ARE NOT REALLY DISTINGUISHABLE FROM EACH OTHER. STRATEGIES ARE AND MUST CONTINUE TO BE DEVELOPED FOR USE IN THE CONTINUING ASSAULT ON THE PROFESSIONAL, ORGANIZED CRIMINALS WHO ARE ENGAGED IN LAWBREAKING ON A PERMANENT BASIS. THEY CONSTITUTE THE MOST DISTURBING THREAT TO LAW AND ORDER IN MODERN SOCIETY. THIS APPROACH INCLUDES BOTH THE PREVENTIVE AND PUNISHMENT MISSIONS AND CAN BE DESIGNATED THE OPERATIVE APPROACH. IT REPRESENTS A BROAD APPROACH TO THE PROBLEM OF CRIME AND MUST REPLACE THE OUTDATED CASE-BY-CASE METHOD OF POLICE WORK. --IN GERMAN
