This guide provides a discussion of the role of jail administrators in direct supervision jails and describes the fundamental areas in which the administrator's leadership, guidance, decisions, and actions are essential to the success of direct supervision.
Abstract
This guide, intended for use by direct supervision jail administrators, highlights issues pertinent to direct supervision in various areas of jail administration. The guide is divided into 11 chapters. Chapter 1 provides an introduction and overview of the principles of direct supervision. Chapter 2 examines the jail administrator's leadership role inside and outside the jail, and as it relates to the chief executive officer of the agency that oversees the jail. Chapter 3 examines the jail administrator's role in recruiting, hiring, and promoting staff, while Chapters 4 and 5 examine issues related to training and supervising jail staff, respectively. Chapter 6 deals with determining the number of inmates an officer can supervise effectively, and Chapter 7 examines the issue of rotating housing unit staff assignments. Chapter 8 examines issues dealing with officer interaction with inmates, and Chapter 9 addresses the issue of isolation of the housing unit officer. Chapter 10 examines decisionmaking by jail administrators using the principles of direct supervision, while Chapter 11 discusses issues regarding the assessment of direct supervision operations and outcomes. Appendix A contains the Annotated Principles of Direct Supervision, and Appendix B presents Strategies for Managing a Direct Supervision Housing Unit. Exhibits
