REPORT WEIGHS BENEFITS OF POLICE PROGRAM THAT INCREASES VISIBILITY OF PATROLS AT CERTAIN HOURS IN CRIME-PRONE NEIGHBORHOODS.
Abstract
CRIME STATISTICS CAN REVEAL PATTERNS OF CRIME FOR SPECIFIC NEIGHBORHOODS. THEY CAN ALSO INDICATE WHAT TIME OF THE DAY AND NIGHT IT IS LIKELY THAT CRIMINAL ACTIVITY WILL BE HIGH. GIVEN THIS, FROM OCTOBER 1974 TO JULY 1975 THE NEW HAVEN, CONNECTICUT POLICE DEPARTMENT CONDUCTED A PILOT PROGRAM OF HIGH VISIBILITY POLICE PATROLS IN THOSE AREAS AT THOSE TIMES TO DECREASE THE POSSIBILITY OF CRIME. THE RESULTS WERE POSITIVE AND THE DEPARTMENT IMPLEMENTED DETERRENCE PATROLS ON A CITY-WIDE BASIS LATER IN 1975. THIS REPORT INDICATES THAT OVER A SIX-MONTH PERIOD, THERE WAS A 24 PERCENT DECREASE IN COMMERCIAL BURGLARIES IN ONE NEIGHBORHOOD, AND A 75 PERCENT DECREASE IN PURSE SNATCHING IN ANOTHER NEIGHBORHOOD.
