A MANUAL OUTLINING A DIRECTED PATROL APPROACH TO CRIME CONTROL IS PRESENTED; THESE STRATEGIES WERE DESIGNED FOR APPLICATION ON THE UNIVERSITY OF LOUISVILLE (KY) CAMPUS. SPECIFIC TECHNICAL INFORMATION IS INCLUDED.
Abstract
TRADITIONAL APPROACHES TO CRIME PREVENTION ARE DISCUSSED ALONG WITH A REVIEW OF THE CAUSES OF CRIME. THE IMPORTANCE OF OPPORTUNITY REDUCTION IN RELATION TO PREVENTION IS STRESSED. THE DIRECTED PATROL APPROACH IS DESCRIBED, AND THE OBJECTIVES OF THE UNIVERSITY SAFETY PROGRAM ARE ENUMERATED. THE CONCEPT OF DIRECTED PATROL CALLS FOR THE MAXIMUM UTILIZATION OF PERSONNEL RESOURCES IN THE EMPLOYMENT OF POSITIVE, ACTIVE MEASURES FOCUSED ON ELIMINATING OR REDUCING CRIMINAL OPPORTUNITIES. THE ROLES OF UNIFORMED OFFICERS, CRIME PREVENTION SPECIALISTS, INVESTIGATORS, AND SUPERVISORS ARE DESCRIBED ACCORDING TO THE CONCEPT. CRIMINAL COMPLAINT PROCEDURES AND THE NEED FOR EVALUATION AND FEEDBACK ARE OUTLINED. SPECIFIC CRIME PREVENTION PROJECTS ARE LISTED ALONG WITH CORRESPONDING MEASURES. THESE INCLUDE DORMITORY SECURITY, NEW STUDENT ORIENTATION, FEMALE SAFETY AND SECURITY, OFFICE AND CLASSROOM SECURITY, DISPLAYS, AND CRIME PREVENTION WORKSHOPS. TECHNICAL INFORMATION IS PRESENTED CONCERNING SECURITY AND RISK MANAGEMENT, PERIMETER ENTRANCE PROTECTION, INTRUSION DETECTION SYSTEMS, AND SECURITY LIGHTING. A CHART IS PROVIDED DEPICTING THE FUNCTIONAL ORGANIZATION OF THE SAFETY DEPARTMENT, AND DIAGRAMS ILLUSTRATE THE TEXT DEALING WITH TECHNICAL INFORMATION.
