This manual outlines the responsibilities of New Jersey State, county, and municipal emergency management officials in disaster situations and provides the information needed to plan, prepare for, and recover from a disaster.
Abstract
It encourages municipalities to develop their own disaster assistance programs using existing resources and programs, because State and Federal assistance is not available for all emergencies. The guidelines cover mutual aid agreements, the use of volunteers, the declaration of a state of emergency, and the preliminary damage assessment report. Other sections explain assistance available for search and rescue operations flood protection, fire suppression, health and welfare, disaster loans, tax refunds, road repairs, and other areas. Guidelines regarding assistance to individuals focus on temporary housing, mortgage or renters assistance, unemployment assistance, family grants, legal services, crisis counseling and disaster food stamps and loans.
