This discussion guide outlines the five major topics to be discussed at preparatory meetings for a United Nations Congress, provides background information on previous policy discussions related to each topic, and suggests questions for discussion.
Abstract
The topics include (1) crime prevention and criminal justice in the context of development: the realities and perspectives of international cooperation; (2) criminal justice policies in relation to problems of imprisonment, other penal sanctions, and alternative measures; (3) effective national and international action against organized crime and terrorist activities; (4) policy approaches and directions in juvenile delinquency prevention, juvenile justice, and child welfare; and (5) the implementation and priorities relating to United Nations norms and guidelines in crime prevention and criminal justice. These topics were approved by the United Nations Economic and Social Council and the General Assembly in 1987 and are intended for discussion at the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders.
