A research instrument has been developed to assess whether jails deliver services to female inmates in accordance with the standards developed by courts and to identify and reduce disparate living conditions.
Abstract
The instrument is based on law and literature that set forth the parameters of operating conditions at correctional facilities, with specific reference to differences based on gender. It follows the format of behaviorally anchored rating scales, which indicate how well tasks are being performed. The instrument gives administrators a benchmark to measure services and to uses as a guide to self-improvement. It covers measures the levels of treatment, services, and programs in local correctional facilities that house male and female inmates. Categories include health care, food services, vocational and educational programs, inmate rights, sanitation and hygiene, security and control, and the physical plant. The instrument also assess the social climates within correctional units in correctional institutions that may account for different handling of male and female inmates. The instrument has been tested for both content and construct validity. 12 references
