A COMPREHENSIVE REPORT WHICH OUTLINES THE DEVELOPMENT OF THIS DEINSTITUTIONALIZED JUVENILE CORRECTIONAL SYSTEM, CONTEMPORARY ISSUES RELATING TO THIS SYSTEM, AND THE CURRENT STATUS OF MASSACHUSETTS JUVENILE CORRECTIONS.
Abstract
THE PROVISIONS OF THE 1969 LEGISLATION WHICH PROVIDED A MANDATE FOR CORRECTIONAL CHANGE IN MASSACHUSETTS ARE BRIEFLY OUTLINED. THE PROCESS OF CLOSING ALL TRAINING SCHOOLS IS DESCRIBED FROM THE INITIAL EFFORTS AT HUMANIZING THE TRAINING SCHOOLS TO THE FINAL TRANSFER OF ALL YOUTHS TO NON-INSTITUTIONAL PROGRAMS. ALSO DISCUSSED IN THIS REPORT ARE THE NUMBER OF YOUTHS IN SECURE FACILITIES, THE BUDGETARY PROBLEMS FACED BY THE DEPARTMENT OF YOUTH SERVICES SINCE DEINSTITUTIONALIZATION. ISSUES IN THE PURCHASE OF SERVICES FOR YOUTHS, AND THE EFFECT OF INCREASED REFERRALS OF YOUTHS TO THE DEPARTMENT SINCE DEINSTITUTIONALIZATION. THE FINAL SECTION OF THE REPORT DISCUSSES THE POLITICAL CONTEXT OF CORRECTIONAL CHANGE IN MASSACHUSETTS.
