This report provides statistical information on the activities of the District Columbia Court system and focuses on two initiatives undertaken in 1990 and the new personnel hired for the Court System.
Abstract
The initiatives established include the Gender and Racial and Ethnic Bias Task Forces and the Judicial Ethical Advisory Committee (JEAC). The task forces examined the present court system for gender, racial and ethnic bias, proposed methods for reducing and eliminating this practice, assessed public perceptions of bias, and recommended methods to address this problem. The JEAC, established in response to a request from the DC Commission on Tenure and Judicial Disability, provided informal and formal advisory opinions to judges and other judicial officers on whether specific actions violated the Code of Judicial Conduct for the District of Columbia. The report covers the hiring of Ulysses B. Hammond as the Executive Officer for the District of Columbia Courts and the appointment of John F. Schultheis, Jr. as the Fiscal Officer for the DC Courts. Information is given on the organization structure of the courts and its operations, route of appeals, and finances. Detailed statistical information is provided on the activities of the Court of Appeals, Superior Court, and general Court system and their respective subdivisions. 49 tables
