A MEMBER OF THE DISTRICT OF COLUMBIA DEPARTMENT OF CORRECTIONS DEFENDS THE RESEARCH METHODOLOGY WHICH IS EMPLOYED IN EVALUATING PROGRAMS TO REDUCE RECIDIVISM.
Abstract
THIS IS A RESPONSE TO A CRITIQUE OF THE DEPARTMENT RESEARCH METHODOLOGY BY DR. SAVITZ OF THE OFFICE OF CRIMINAL JUSTICE PLANS AND ANALYSIS. HE IDENTIFIES THE DIFFERENT STATISTICAL APPROACHES UPON WHICH DR. SAVITZ AND THE DEPARTMENT RELY. HE ATTACKS THE UTILITY OF THE SAVITZ APPROACH FOR CORRECTIONAL DECISION MAKING, PARTICULARLY ON THE GROUNDS THAT IT REJECTS COST -BENEFIT ANALYSIS AS A USEFUL RESEARCH TOOL. IT IS ARGUED THAT THE SAVITZ APPROACH IS POORLY EQUIPPED FOR THE RAPID AND CONTINUOUS FEEDBACK OF INFORMATION TO CORRECTIONAL MANAGERS. (BIBLIOGRAPHY)
