THIS REPORT DESCRIBES THE 1973 OPERATIONS OF THE D.C. PUBLIC DEFENDER SERVICE, WHICH EMPLOYS A MIXED SYSTEM OF REPRESENTATION THROUGH THE UTILIZATION OF PRIVATE COUNSEL AND STAFF COUNSEL.
Abstract
SPECIFIC ASPECTS OF THE PUBLIC DEFENDER PROGRAM THAT ARE DISCUSSED ARE: STAFF POSITIONS; LEGAL SERVICES (INCLUDING STAFF ASSIGNMENTS AND PERSONS REPRESENTED, APPELLATE AND SPECIAL LITIGATION, CORRECTIONAL LAW PROGRAM, AND PERSONNEL AND TRAINING); APPOINTMENT OF COUNSEL PROGRAM; SERVICES TO THE PRIVATE BAR AND COMMUNITY; INVESTIGATIVE SERVICES; AND, SOCIAL SERVICES. THE APPENDIXES INCLUDE A MEMORANDUM REGARDING THE CASELOAD LEVELS OF STAFF ATTORNEYS, STATISTICAL INFORMATION ON THE PUBLIC DEFENDER SERVICE AND A FINANCIAL STATEMENT.
