A DESCRIPTIVE AND STATISTICAL PROFILE OF THE BACKGROUND, OPERATIONS, AND ACTIVITIES OF THE WASHINGTON, D.C. PUBLIC DEFENDER SERVICE, WHICH REPRESENTS INDIGENT PERSONS IN THE CRIMINAL AND JUVENILE COURTS.
Abstract
AFTER BRIEFLY REVIEWING THE STRUCTURE AND FUNCTIONS OF THE PUBLIC DEFENDER SERVICE (PDS), THE REPORT HIGHLIGHTS THE FINDINGS OF A REPORT ON CRIMINAL DEFENSE SERVICES IN THE DISTRICT OF COLUMBIA BY THE JOINT COMMITTEE OF THE JUDICIAL CONFERENCE OF THE D.C. CIRCUIT AND THE D.C. BAR (UNIFIED). INFORMATION IS THEN PRESENTED ON THE BUDGET HISTORY OF PDS, THE FELONY CASELOAD OF THE PDS, APPELLATE LITIGATION COVERED BY THE PDS, AND LEGAL SERVICES SUPPLIED BY PDS TO INMATES OF THE LORTON CORRECTIONAL COMPLEX. ALSO DISCUSSED ARE MENTAL HEALTH REPRESENTATION, SOCIAL SERVICES, THE APPOINTMENT OF COUNSEL PROGRAM, INVESTIGATIVE SERVICES, AND SERVICES OF THE PDS TO THE PRIVATE BAR AND COMMUNITY. THE STAFF OF THE PUBLIC DEFENDER SERVICE IS DISCUSSED AS WELL. THE APPENDIXES CONTAIN STATISTICAL INFORMATION ON CASES REPRESENTED AND A FINANCIAL STATEMENT FOR FISCAL YEAR 1975....DMC
