This report discusses diversion of drug offenders and drug dependent offenders from Australian criminal justice systems.
Abstract
The report is divided into three parts. The first part discusses proposals currently being considered in Queensland for the diversion of drug offenders and drug dependent offenders, and current possibilities for the diversion of such offenders. The second part considers 13 drug diversion programs currently operating, under trial or proposed in various other parts of Australia. The third part of the paper provides a brief update on some adult cautioning programs. The term “drug diversion programs” means diversion programs that target offenders who have been charged with a drug offense, as well as diversion programs that target drug dependent offenders, i.e., offenders who have been charged with an offense that may or may not be a drug offense and who have a “drug problem.” Notes, appendix, references
