Testimony, prepared statements, and letters examine issues related to H.R. 4698 and H.R. 5656, two amendments to the Controlled Substances Act that are intended to strengthen the authority to prevent the diversion of controlled substances.
Abstract
Statements present the positions of organizations and individuals in pharmaceutical, drug abuse treatment, medical, and State and Federal law enforcement organizations. Among topics considered are the impact of prescription drug diversion and abuse on society, the extent of such abuse, current legislation and law enforcement efforts, and factors limiting effective enforcement. Practitioner prescription drug diversion and abuse are discussed, and professional training programs to aid in the prevention and identification of diversion and abuse are described. Also discussed are specific provisions of the bills, including those covering scheduling of drugs; sanctions; authority of the Attorney General; and the registration of practitioners who prescribe, administer, or dispense controlled substances. The texts of both bills are provided.
