A DISCUSSION OF THE PROBLEMS ENCOUNTERED BY THE FIVE TASC PROJECTS IN THE AREAS OF PLANNING, IMPLEMENTATION, AND EVALUATION.
Abstract
ONE STRATEGY FOR COMBATTING DRUG RELATED CRIME IS THE TREATMENT OF DRUG-USING CRIMINAL OFFENDERS. A PROGRAM WHICH EMPLOYS THIS STRATEGY, TREATMENT ALTERNATIVES TO STREET CRIME (TASC), WAS DEVELOPED BY THE FEDERAL GOVERNMENT THROUGH THE SPECIAL ACTION OFFICE OF DRUG ABUSE PROGRAMS, AND WAS IMPLEMENTED IN FIVE OF THE CITIES PARTICIPATING IN THE HIGH IMPACT ANTI-CRIME PROGRAM. THIS REPORT NOTES THAT THE TASC PROGRAM HAS BEEN ONE CHARACTERIZED BY A VARIETY OF PROBLEMS IN THE PLANNING, IMPLEMENTATION, AND EVALUATION OF THE TASC PROJECTS. AMONG THE PROBLEMS DESCRIBED IN THIS REPORT ARE PROBLEMS IN DETERMINING THE POTENTIAL CLIENT POPULATIONS, DELAYS IN THE INITIATION OF PROJECT ACTIVITIES, COORDINATION PROBLEMS, PROBLEMS IN DEVELOPING A COOPERATIVE RELATIONSHIP WITH THE JUDICIARY, AND RESTRICTIONS IN THE EVALUATION ACTIVITIES DUE TO IMPLEMENTATION AND OPERATIONS DIFFICULTIES.
