This report presents the 2001 edition of Utah’s Division of Substance Abuse Annual Report.
Abstract
The manufacture, use, and distribution of methamphetamine is identified as the 2001 critical issue for Utah. It is especially problematic because methamphetamine has become the drug of choice among Utah women of childbearing age who use and abuse illegal drugs. Methamphetamine is described as cheap and easy to get and the effects of the drug are reported as extremely appealing in that the drug gives women the energy to take care of their children, maintain their home, and work. After this brief focus on methamphetamine, the remainder of the report focuses on an overview of the prevalence of substance abuse in Utah and how it is managed. Prevention data was offered in which public information is accessed to discover trends of substance abuse risk factors. Following the prevention data is a section on treatment data for 2001. Treatment admissions are presented for each county in Utah, followed by an analysis of types of substances abused. Referral source, services type, and demographic information about those seeking treatment are also provided. Data concerning treatment outcomes comprises the third section of the report and includes information on rates of substance abuse and previous criminal activity engaged in by those seeking substance abuse treatment. The fourth section describes the substance abuse treatment services that are available throughout Utah. Statistics concerning trends in substance abuse from fiscal year 1991 through 2001 are also provided. The fifth section presents an overview of the substance abuse prevention techniques and programs that are being implemented in Utah, such as police DUI programs. The next section discusses various surveys that have established the need for substance abuse treatment programs in Utah. Also presented are the instruments that are used to screen and assess adolescents suspected of abusing alcohol. The seventh section describes Utah’s criminal justice response to offenders with substance abuse problems, including a discussion of Utah’s Drug Board and Drug Court and the Arrestee Drug Abuse Monitoring Program. Finally, the last section provides a directory of substance abuse resources available throughout Utah.
