THIS ARTICLE DESCRIBES A HOTLINE SERVICE THAT HAS EFFECTIVELY PROVIDED CITIZENS WITH THE OPPORTUNITY TO GIVE INFORMATION TO POLICE WHILE REMAINING ANNONYMOUS.
Abstract
THE NUMBER OF THE HOTLINE IS ENCOMPASSED IN THE NAME OF THE PROGRAM - 'DIVULGE'. EACH CALLER IS GIVEN TAPED INSTRUCTIONS ABOUT HOW TO PROCEED IN GIVING THE INFORMATION AND TOLD TO CALL THE EMERGENCY COMMUNICATIONS CENTER IN THE EVENT IMMEDIATE POLICE ACTION IS REQUIRED. EVERY BUSINESS DAY MESSAGES ARE EVALUATED AND APPROPRIATELY REFERRED. INFORMATION LEADS HAVE CONTRIBUTED MATERIALLY TO A VARIETY OF INVESTIGATIONS OF CHILD ABUSE, ILLICIT DRUG TRAFFIC, PROSTITUTION, AND OTHER CRIMINAL ACTIVITIES. SPECIFIC CASES ARE CITED IN THE ARTICLE. NO REWARDS ARE OFFERRED TO INDUCE CALLERS. BUS PLACARDS, HANDOUTS, AND BUMPER STICKERS ARE SOME METHODS USED TO ADVERTISE THE PROGRAM....RCB
