ACCORDING TO ONE GALLUP POLL, 41 PERCENT OF RESPONDENTS BELIEVE THAT THE PARENTS AND HOME LIFE ARE THE BIGGEST FACTORS AFFECTING CRIME RATE INCREASE. EIGHTEEN PERCENT, THE SECOND LARGEST CATEGORY, BELIEVE THAT A LACK OF TOUGH LAW ENFORCEMENT IS THE REASON.
