REASONS BEHIND TERRORIST ATTACKS ON PRIVATE INDUSTRIES ARE DISCUSSED, AND SECURITY PRECAUTIONS THAT SHOULD BE TAKEN BY CORPORATIONS AND BUSINESS EXECUTIVES ARE OUTLINED.
Abstract
TERRORISTS GENERALLY ARE INTERESTED IN PUBLICITY, POWER, AND/OR THE DISRUPTION OF SOCIETY. ATTACKS ON PRIVATE INDUSTRY, PARTICULARLY ON MULTINATIONAL CORPORATIONS, SIGNIFY THE FIGHT AGAINST CAPITALISM. THERE ARE FIVE CATEGORIES OF TERRORISTS: THE POLITICALLY MOTIVATED; THE MINORITY GROUP; THE PURELY CRIMINAL; THE MENTALLY DERANGED; AND THE RELIGIOUSLY MOTIVATED. THESE CATEGORIES OFTEN OVERLAP. POLITICALLY MOTIVATED KIDNAPPINGS AND MURDERS ARE ON THE RISE, PARTICULARLY IN LATIN AMERICA, THE MIDDLE EAST, AND EUROPE. EXECUTIVE PROTECTION IS A PARAMOUNT CONCERN FOR ALL CORPORATIONS, ESPECIALLY FOR BIG BUSINESSES OPERATING OVERSEAS. TERRORISTS WORK ACCORDING TO PLANS BASED ON INFORMATION FROM SUCH SOURCES AS PAID INFORMANTS (E.G., AGENTS WITHIN BUSINESSES, NEIGHBORS OR SERVANTS OF TARGET FAMILIES, SCHOOL OFFICIALS), INTERCEPTED MAIL OR OTHER COMMUNICATIONS, BUSINESS ASSOCIATES AND SUPPLIERS, PROFESSIONAL AND SOCIAL ACQUAINTANCES, PUBLISHED ITEMS (E.G., SOCIETY COLUMNS), AND OBSERVATION OF THE DAILY ACTIVITIES OF THE TARGET FAMILY. INDUSTRIES SHOULD INITIATE POSITIVE SECURITY PROGRAMS INCORPORATING THE FOLLOWING ELEMENTS: EDUCATION OF MANAGEMENT AND SECURITY/SAFETY PERSONNEL IN HANDLING EMERGENCY SITUATIONS; COMMUNICATION LINKS WITH LAW ENFORCEMENT AGENCIES; ESTABLISHMENT OF SECURITY OFFICIALS FOR EACH DEPARTMENT; UNDERCOVER SERVICES TO GUARD AGAINST ESPIONAGE; SECURITY SURVEYS, INCLUDING THOSE ON THE HOMES OF EXECUTIVES; PERSONNEL SECURITY CHECKS; ESTABLISHED SECURITY DUTIES FOR EMPLOYEES; SECURITY GUIDELINES FOR OVERSEAS EMPLOYEES; LECTURE PROGRAMS ON SPECIFIC PROBLEMS; AND LOW PROFILES FOR EXECUTIVES. A LIST OF ACTIVITIES THAT TEND TO MAKE BUSINESS EXECUTIVES EASY TARGETS FOR TERRORISTS IS INCLUDED.
