Abstract
THIS REPORT EXAMINES THE LEGISLATION AND FUNDING PROGRAMS OF LEAA INCLUDING A FUNDING HISTORY OF LEAA FROM 1969 THROUGH 1971. THE FUNDING HISTORY STRESSES THE COURT FUNCTION. THE REPORT INQUIRES INTO FACTORS RESPONSIBLE FOR THE FUNDING PATTERNS WHICH HAVE EXISTED. RECOMMENDATIONS AND GUIDELINES ARE PRESENTED FOR MAKING LEAA RESPONSIVE TO THE NEED FOR MORE PUBLIC DEFENDERS.
