THIS COMMENT DEMONSTRATES THE NEED FOR PRIOR JUDICIAL REVIEW OF THE DECISION BY LAW ENFORCEMENT AGENCIES TO USE INFORMANTS.
Abstract
THE AUTHOR EXAMINES THE STATUS OF INFORMANTS UNDER THE PRESENT LAW AND EMPHASIZES THE LACK OF ADEQUATE SAFEGUARDS. HE ALSO EXPLORES CONTEMPORARY USE AND ABUSE OF INFORMANTS FOR DOMESTIC INTELLIGENCE. THE USE OF INFORMANTS AND ITS CHILLING EFFECT ON FIRST AMENDMENT RIGHTS IS DISCUSSED, AND A SYSTEM FOR CONTROLLING THE GOVERNMENT'S USE OF INFORMANTS THROUGH PRIOR JUDICIAL REVIEW IS PROPOSED....EB
