This document is a compendium of Federal courses available to train State and local agencies how to prepare for terrorist incidents involving weapons of mass destruction.
Abstract
Effective response to the threat of the use of weapons of mass destruction (WMD) will depend on local and state expertise and proficiency. The Federal government makes training available to help ensure that local and State responders have the knowledge and skills necessary for WMD incidents. The U.S. Army Soldier and Biological Chemical Command is designated to command, integrate and execute a program to enhance domestic preparedness for terrorism incidents. The training is designed to "train the trainers," can be tailored to meet the specific training needs of individual cities, and is integrated into existing emergency responder training programs. More than 90 courses were identified for the compendium. The courses are grouped into eight areas, which are summarized as follows: Awareness Training, which covers the general aspects of WMD incidents; Responder Awareness Training, which teaches first responders how to recognize a WMD incident and potential dissemination devices; Technician HAZMAT Training, which teaches trainers the difference between responding to WMD incidents and typical HAZMAT events; Incident Command Training, which provides commanders with the necessary information on how to deal with a WMD event; Senior Officials' Workshop, which is designed to inform senior leaders how to employ a response by working with government agencies, recognize incidents, and interact with the media and agencies for maximum effectiveness; Technical Emergency Medical Services (EMS) Training, which provides the EMS technician with the unique aspects of responding to a WMD incident; and Technician Hospital Provider Training, which is designed for emergency room workers.
