This manual presents background information, policies, procedures, and forms to be used by Chicago police in responding to complaints of domestic assault.
Abstract
An introduction explains the Chicago Police Department policy that all domestic violence incidents must be handled in the same manner as all other requests for police assistance. Police have the responsibility to provide assistance to domestic violence victims and must also recognize that they are jeopardizing their jobs if they commit domestic assault. The responsibilities of police officers include responding immediately; restoring order and taking control of the situation; offering medical assistance to injured victims; interviewing the parties separately; preparing a case report if a crime is alleged, regardless of whether or not the victim wants the offender arrested; and writing down the reasons for the lack of an arrest. The manual details the intake and investigative processes and summarizes Illinois law and departmental orders.
