THIS PAPER DISUCSSES THE ORGANIZATIONAL CHANGES NECESSARY TO ESTABLISH A COMMAND BASE THAT MAXIMIZES THE EFFICACY OF POLICE OPERATIONS.
Abstract
THE CHAIN OF COMMAND SHOULD BE RESTRUCTURED INTO A CLEARLY DEFINED SINGLE CHAIN, PARTICULARLY WHEN THE WORK FORCE OPERATES IN A CHANGING ENVIRONMENT WHERE DECISIONS HAVE TO BE TAKEN FREQUENTLY AND QUICKLY. MANAGEMENT, IN ORDER TO MAKE INFORMED DECISIONS, MUST HAVE ACCESS TO CURRENT INFORMATION. COMMUNICATION CHANNELS MUST SERVE THE ORGANIZATION EFFECTIVELY BOTH IN RELAYING COMMANDS TO THE FIELD, AND IN RELAYING FIELD DATA BACK FOR ENLIGHTENED MANAGERIAL DECISION-MAKING.
