THE DESIGN OF A CORRECTIONS SYSTEM RESPONSIVE TO CURRENT DETENTION AND CONFINEMENT PRACTICES.
Abstract
PHYSICAL FACILITIES ARE PLANNED. A COURSE OF ACTION USING COMMUNITY BASED SERVICES, AND FEDERAL AND STATE ASSISTANCE TO IMPLEMENT AND SUPPORT OPERATIONS OF CORRECTIONS ARE OUTLINED. EXISTING JAIL POPULATIONS AND FACILITIES ARE SURVEYED AND A CORRECTION SYSTEM RECOMMENDED TO REDUCE CONFINEMENT, WHERE POSSIBLE, AND TO LINK THE CONFINED OFFENDER TO THE COMMUNITY. THE IMPLEMENTATION PLAN IS PRESENTED. APPENDICES CONTAIN POPULATION AND INMATE STATISTICS, ALTERNATIVES TO PRETRIAL INCARCERATION, LEGAL ASPECTS OF THE CORRECTIONAL SYSTEMS, A LIST OF MODEL STUDIES RESOURCES, COMMUNITY MEDICAL AND DENTAL RESOURCES, STAFF DESCRIPTIONS, ARCHITECTURAL PROGRAM, AND FUNDING RESOURCES.
