This document proposes draft rules for consideration by the Ad Hoc Committee at its 13th session as it plans for the Conference of the Parties to the United Nations Convention Against Transnational Organized Crime.
Abstract
The 86 rules are presented under 18 categories pertinent to conducting the Conference of the Parties to the U.N. Convention Against Transnational Organized Crime. Two general rules address the use of terms and the scope of the application of the rules. Seven rules pertain to conference sessions, such as the notification of sessions, the place of sessions, and temporary adjournment of sessions. Four rules guide the development and adoption of the conference agenda, and two rules govern the representation of states parties. Eight categories of these proposed draft rules for the conference deal with the participation of observers; procedures for credentials; the election, period of service, powers, and duties of the conference president; the bureau; secretariat; languages; records; and public and private meetings. Fifteen rules govern the conduct of business, and 16 rules guide decisionmaking. Other categories of rules address procedures for budgetary and financial questions, subsidiary bodies, protocols, and interpretation and amendments.
