This hearing before the House Select Committee on Narcotics Abuse and Control consists of testimony from Education Secretary William Bennett regarding Federal leadership in drug prevention programs in the Nation's schools.
Abstract
Much of the testimony and committee questioning focuses on the Education Department's proposed budget of $100 million for drug abuse education, significantly less than the $250 million authorized by Congress. Some committee members suggest that this funding cut indicates the Education Department is not sufficiently committed to drug abuse education and prevention efforts in the schools. Secretary Bennett responds that Federal leadership in this area cannot be measured by dollars alone and that State and local governments have assumed significant responsibility for funding and implementing drug prevention and education programs in the schools. The committee questions Secretary Bennett on Federal leadership in drug abuse education curricula, and the secretary indicates the need for Congress to enact legislation that authorizes the Department of Education to monitor and hold accountable States' and localities' use of Federal funds in drug abuse education and prevention programs in the schools.
