NATURE AND SCOPE OF DRUG ABUSE IN HAWAII, IDENTIFICATION AND EVALUATION OF EXISTING RESOURCES, AND DEVELOPMENT OF A MEANINGFUL RESPONSE.
Abstract
GENERAL AIMS OF THE PROJECT WERE TO SOLICIT THE VIEWS AND OPINIONS OF AS MANY HAWAIIANS AS POSSIBLE, TO COORDINATE THE ACTIVITY WITH OTHER COMMITTEES AND AGENCIES, AND TO PRESENT THE FINDINGS AND RECOMMENDATIONS TO APPROPRIATE ACTION GROUPS WHERE POSSIBLE. MOST IMPORTANT ASPECTS OF DRUG ABUSE, SEGMENTS OF SOCIETY MOST INVOLVED AND INTERRELATED PROBLEMS WERE TO BE IDENTIFIED. COMMUNITY RESPONSES MADE SPECFIC RECOMMENDATIONS AND COMMENTS ON ADULT AND CHILD DRUG ABUSE EDUCATION. DRUG LAWS AND THEIR ENFORCEMENT BY THE POLICE AND COURTS ARE EXAMINED WITH CRITICAL COMMENTS AND RECOMMENDATIONS. A DISCUSSION OF DRUG ABUSE TREATMENT IS PRESENTED WITH RECOMMENDATIONS FOR A NETWORK OF CLINICS AND RAP CENTERS ALL COORDINATED WITH A COUSULTATION AND REFERRAL UNIT.
