Members of the U.S. House Select Committee on Narcotics Abuse and Control comment on the Reagan Administration's commitment to drug abuse treatment and prevention provisions of the Anti-Drug Abuse Act of 1986; and witnesses from the National Association of State Alcohol and Drug Abuse Planners, the Alcohol and Drug Problems Association of North America, and the Alcohol, Drug Abuse, and Mental Health Administration recommend ways to enhance Federal assistance for drug treatment and prevention.
Abstract
The focus of the testimony is on the logistics and the proposed 1988 budget amounts related to Federal funding for drug treatment and prevention programs. The witnesses perceive that the Reagan Administration's budget proposals for 1988 involve cuts in funding for drug treatment and prevention and imply a commitment of only 1 year of predictable funding for programs. Witnesses propose a 3-year funding commitment and an increase in the amount of Federal grants for treatment and prevention. The administrator of the Alcohol, Drug Abuse, and Mental Health Administration, which administers the Federal funds for drug treatment and prevention, argues that the proposed funding will address the waiting lists for treatment and that the States should contribute more to treatment and prevention in their jurisdictions.
