This review of the efforts by the Department of Defense (DOD) to integrate United States command, control, communications, and technical intelligence equipment used for drug interdiction into an effective communications network concludes that significant progress has occurred, but it is not clear when the network will be completed.
Abstract
The National Drug Policy Board completed the plan to develop the telecommunications network in 1988. DOD has contributed significant technical and financial support toward implementing this plan. however, neither the master plan nor the implementation plan specify a schedule or time goal for acquiring network equipment, and most of the equipment has not been procured. In addition, equipment requirements have not been fully determined, and budget constrains leave future funding for equipment uncertain. At current equipment funding rates, it will take until fiscal year 2000 to complete the network. Nevertheless, DOD's Anti- Drug Network has enhanced communications among interdiction and intelligence organizations. Planned system improvements should further enhance the communications.
