This report presents the proposed budget for the newly created Drug Enforcement Administration (DEA) for fiscal year 1974, together with the transcript of the 1973 congressional hearing on the budgets for DEA and the agencies previously performing its functions.
Abstract
The testimony notes that DEA was created by Reorganization Plan Number 2 of 1973, effective July 1, 1973. DEA took over the functions of the Bureau of Narcotics and Dangerous Drugs in the Department of Justice and the Bureau of Customs in the Department of the Treasury. Drug abuse research was transferred to DEA from the Law Enforcement Assistance Administration. The proposed budget of $108,293,000 would fund drug abuse investigations, intelligence, and research and would provide $7,475,000 for additional agents to intensify the effort to control trafficking in illicit drugs. The agency plans to focus its efforts on the apprehension of major international and interstate drug traffickers as well as mid-level and low-level drug traffickers and on the interdiction and prevention of the cultivation and flow of narcotics to the United States.
