Abstract
Individual papers consider the reasons for the contrasting attitudes toward drugs that are illegal and those that are legal and accepted, the results of repressive strategies in drug control, and the use of international drug conventions in addressing drug issues. Further papers describe recent actions and plans developed by the European Parliament with respect to narcotics and problems associated with policy implementation in developing nations. Additional papers discuss the drug policies and issues in Austria, Belgium, Denmark, England and Wales, the Federal Republic of Germany, France, Italy, The Netherlands, Spain, Switzerland, and the United States.
