Austria has frequently amended the drug law it passed in 1951 and now has a law that reflects the main international conventions on drugs.
Abstract
The law specifies that the government has the sole power regarding the control of production, trade, and distribution of any substance. It also prohibits the use of certain substances and restricts others to medical applications. It imposes control of offenders through penal sanctions and medical and psychiatric measures. Finally, it controls the funds provided to facilities offering treatment and rehabilitation. The law makes a distinction between the user and the dealer, punishing dealers severely and providing treatment for users. Nevertheless, consumption is subject to prosecution. Several provisions of the law focus on the procedures required to accomplish these goals. Drug use has increased since the late 1960's, and legalization of marijuana or other drugs is unlikely.
