This report provides an overview of the illicit drug trade in Canada for 2006.
Abstract
Highlights of key findings include: (1) a noticeable decline was found in marijuana seizures in British Columbia since 2003, however the quantity of seizures in the provinces of Quebec and Ontario remain stable; (2) well-established criminal organizations in Eastern Canada were responsible for large importations of hashish into Canada; (3) in 2006, the majority of cocaine seized in Canada transited the United States by land; (4) within a 2-year period, Canada reversed its Ecstasy supply pattern status from importer and consumer to a major production and export country; (5) India remained the primary source/transit country of heroin coming to Canada in 2006; (6) a resurgence in organized crime links to anabolic steroid trafficking began to emerge in 2006; (7) in 2006, the total value of potential proceeds of drug seizures by Canadian law enforcement agencies amounted to $2.3 billion; and (8) an emerging trend showed that drug traffickers, especially those involved in cocaine and heroin, targeted Africa as new transshipment points for shipments bound for North America and Europe. The Drug Situation Report 2006 provides a strategic overview of the illicit drug trade in Canada. The information presented is based on seizure data and investigations conducted by the Royal Canadian Mounted Police and other Canadian enforcement agencies involved in drug enforcement. This year’s report features two new sections; Drug-generated Proceeds and Emerging Trends. The Drug-generated Proceeds section discusses the money laundering aspect of the drug trade, and the Emerging Trends highlights new patterns relating to cannabis, cocaine, and opiates, both within Canada and globally.
