THESE HOUSE HEARINGS INCLUDE TESTIMONY AND PREPARED STATEMENTS ON DRUG TRAFFIC IN HAWAII AND GUAM, ASPECTS OF THE TRAFFIC WHICH ORIGINATES IN SOUTHEAST ASIA, AND WAYS HAWAII CAN DEAL WITH DRUG TRAFFIC.
Abstract
THE GROWING DEMAND FOR DRUGS, ESPECIALLY ON THE MAINLAND, HAS INCREASED THE DRUG PROBLEM ON THESE ISLANDS. THE HEARINGS SEEK TO DISCOVER THE EXTENT OF THE PROBLEM AND POSSIBLE SOLUTIONS TO IT. TESTIMONY BY HAWAII'S GOVERNOR, REPRESENTATIVES OF THE DRUG ENFORCEMENT ADMINISTRATION, CUSTOMS OFFICIALS, POLICE CHIEFS AND PROSECUTORS, THE ATTORNEY GENERAL OF GUAM, AND U.S. NAVY OFFICERS COVER TOPICS SUCH AS THE USE OF FEDERAL FUNDS FOR DRUG ENFORCEMENT, LOCAL EFFORTS TO CURTAIL DRUG TRAFFIC, KINDS OF DRUGS USED, METHODS USED BY THE DRUG TRAFFICKERS, AND ORGANIZATIONS INVOLVED IN DRUG TRAFFIC. WITNESSES ALSO SPEAK ON THE USE OF MAIL, CARGO AND COMMERCIAL AIR FACILITIES FOR TRANSFER OF DRUGS AND THE FEDERAL ROLE IN DRUG TREATMENT AND REHABILITATION. THE CLOSE RELATIONSHIP OF DRUG ABUSE TO OTHER CRIMES IS NOTED AND THE NECESSITY FOR A COORDINATED APPROACH TO THE PROBLEM USING BOTH LAW ENFORCEMENT AND REHABILITATION IS DISCUSSED. SEVERAL PROBLEMS WERE SPECIFIC TO GUAM, NOTABLY THE EFFECT OF THE VIETNAM WAR AND THE INCREASE OF DRUG USE ON THE ISLAND, AND THE DIFFICULTY IN SELECTING JURORS IN DRUG CASES WHO THEMSELVES HAVE NO CONTACT WITH DRUGS.
