This report provides background information for investigators, polygraphers, and adjudicators who make judgments about illegal or improper drug use by cleared employees and applicants.
Abstract
The information should also be helpful in developing training programs, setting standards and policies, documenting the basis for security concern with drug use, and conducting employee assistance programs. The report recognizes that drug use is a symptom rather than a cause of personal and social maladjustment and provides extensive statistics on the prevalence of drug use and how drug use has changed over time. Reasons why drug use is both a security risk and a suitable issue in the employment setting are discussed, as well as causes of drug abuse, ways of judging the significance of past drug use, drug abuse and mental illness, the reliability of drug testing, and drug abuse treatment effectiveness. Appendixes contain further information on specific drugs (marijuana, cocaine, heroin, hallucinogens, sedatives, tranquilizers, analgesics, inhalants, and steroids) and on friends use of and attitudes toward drugs. 128 references and 28 tables
