Abstract
The guidelines indicate antidrug campaigns should mobilize neighborhood residents, involve young people, work with criminal justice professionals, conduct prevention activities, and help people who are already addicted to drugs into treatment. An overall process is outlined to help communities work in a goal- oriented way. Subsequent sections of the manual focus on laying the groundwork, conducting collaborative problem-solving, mobilizing the neighborhood, encouraging community involvement, cooperating with law enforcement, and working with prevention and treatment agencies and experts.
