A RECOMMENDATION IS MADE FOR THE CREATION OF A REGIONAL PROGRAM TO TEST THE FEASIBILITY OF REGIONAL RESEARCH, PLANNING AND EVALUATION, ESPECIALLY OF DRUG PROGRAMS.
Abstract
THE SPECIFIC AREA OF DRUG TREATMENT PLANNING, PROGRAM DEVELOPMENT, EVALUATION, TECHNICAL ASSISTANCE, AND TRAINING IS AN APPROPRIATE ONE FOR TESTING. THERE SHOULD BE A SMALL CENTRAL STAFF FOR SUPPORTING ASSISTANCE FROM A UNIVERSITY IN THE NEW ENGLAND AREA. GENERAL STRATEGIES OF EVALUATION OF FEDERALLY SUPPORTED CRIME CONTROL PROGRAMS ARE DISCUSSED AND THE EVALUATION NEEDS IN DRUG ACTION PROGRAMS IN NEW ENGLAND. THE 1970 GRANT PROGRAMS ARE EXAMINED AND THE RECOMMENDATIONS FOR FURTHER ACTION ARE DEFINED. THE FINAL PROPOSAL IS FOR A MEETING OF REPRESENTATIVES FROM STATE AND LOCAL CRIMINAL JUSTICE AGENCIES, RELEVANT DRUG TREATMENT AGENCIES, INDEPENDENT DRUG RESEARCHERS, AND LEAA DRUG TREATMENT PROGRAM GRANTEES TO DISCUSS AND FORMULATE PROPOSALS FOR FUTURE COLLABORATIVE ACTION.
