A SAN FRANCISCO-BASED PRIVATE ORGANIZATION THAT ADDRESSES THE NEEDS OF A VARIETY OF GROUPS PROPOSES THE ESTABLISHMENT OF A RESIDENTIAL PROGRAM FOR 'REHUMANIZING' EX-OFFENDERS.
Abstract
THE EMERGENCY SERVICES PROGRAM (ESP) HAS THREE MAJOR AREAS OF CONCERN: FACILITATING EMERGENCY MEDICAL OR DETOXIFICATION SERVICES FOR PEOPLE WHO DO NOT WANT TO CONTACT POLICE IN TIMES OF CRISES, PROVIDING BAIL ASSISTANCE FOR DETAINEES, AND COUNSELING PREGNANT WOMEN WHO CONTACT FAMILY PLANNING ORGANIZATIONS. ESP PLANS TO ESTABLISH A RESIDENTIAL COMMUNITY WHERE RELEASED INMATES, PAROLEES, AND INMATES IN PRERELEASE PROGRAMS CAN REBUILD THEIR LIVES WITHIN A FAMILY ENVIRONMENT. THE COMMUNITY, WHICH WILL BE CALLED ALTERNATIVE HOUSE, WILL GIVE EX-OFFENDERS THE CHANCE TO LIVE WITH FAMILIES AND OBSERVE HOW FAMILY MEMBERS RELATE TO ONE ANOTHER, THE IDEA BEING THAT A SOCIALIZATION PROCESS WILL TAKE PLACE. EMPHASIS WILL BE PLACED ON A LIFESTYLE CHARACTERIZED BY AFFECTION, DEVOTION, AND FRIENDSHIP. THE ALTERNATIVE HOUSE PROGRAM WILL BE CONDUCTED IN FOUR PHASES, FOCUSING CONSECUTIVELY ON THE EX-OFFENDER'S SENSE OF SOCIAL RESPONSIBILITY, GROWTH AND DEVELOPMENT AS AN INDIVIDUAL (THROUGH EDUCATIONAL, VOCATIONAL, AND CULTURAL INVOLVEMENT), INTEREST IN THE COMMUNITY, AND SELF-SUFFICIENCY. THE PROPOSAL INCLUDES AN ESTIMATE OF PROGRAM EXPENSES, RESUMES OF ESP PERSONNEL, AND OTHER SUPPORTING DOCUMENTATION. (LKM)
